According to the instructions, the ultra rare only comes in the pack that has 4 pieces of the camper, as in, the box with the "18" on it. The only part that comes with 4 pieces are the tires. So if you are looking for that Tiny Toy, it is in box 18.
Also, it appears that they are not random. For example, if you get two boxes with number 17 on it, not only will you get the same camper piece, but you will also get the same figure.
