(17 Dec 1976) On the day of his arrival in Sao Paulo on Friday(17 December '76), the Portuguese Prime Minister called on the state governor - Paulo Egydio Martins - at his official palace. The official call on the regional administrator followed a day of top-level talks between Portuguese and Brazilian delegations, aimed at restoring the economic and cultural links between the two nations.
Soares is apparently setting out to show expatriate Portuguese experts that although there are still many problems to be solved, Portugal will normalise itself within a framework of socialism. Those experts would be needed for the reconstruction of the nation
