140 million people in the pan-European region still do not have access to clean water. The Protocol on Water and Health to the UNECE 1992 Convention on the Protection and Use of Transboundary Watercourses and International Lakes is the only international treaty spelling out countries’ obligations arising from the human right to water and sanitation. It helps countries design policies to increase access to drinking water and sanitation for all citizens, especially for the most vulnerable members of society. It is also linking sustainable water management and the prevention, control and reduction of water-related diseases in Europe. UNECE and WHO/Europe jointly carry out the secretariat functions for the Protocol
