Chiropractors tend to be very good at loosening up stiff spinal joints. But in general, they aren't always the best at identifying loose spinal joints and much less treating them. Since it wouldn't be a good idea to do techniques that stretch and twist and already loose joint. In people suffering from T4 syndrome, adjustment and manipulation techniques that target the painful area are likely to make it worse.
