Chechnya's Moscow-backed government said on Sunday (28/4) that it was ready to negotiate peace in the republic with rebel separatist field commanders. Chechya's Deputy Prime Minister, Abdula Bugayev, said government representatives were the only people who could really influence the situation in military and political spheres. Despite the claim by Russian President Boris Yeltsin that his troops were being withdrawn from Chechnya, the Russian presence in Grozny is as strong as ever, and outbreaks of fighting are a regular occurrence.
