As a democratic tool, many people support the chance to have their say on policy decisions. But most democracies work on the principle of electing people to make decisions on their behalf, and some say the idea of a referendum goes against that. Britain's vote to leave the European Union sent shockwaves across the globe, and the decision went against the majority of expert advice, begging the question of whether voters fully understood what they were voting for.
