Little Rock, AR - Hot Spring County requests assistance from the Arkansas State Police with a pursuit of an Audi. Video picks up from the Arkansas State Police after local agency attempted to stop the suspect vehicle with spikes.
Watch the driver stick both hands out of the window WHILE FLEEING. Also, after the PIT maneuver, you can hear the suspect ask "Are you the real police?" and "I have a bomb under my seat."
Trooper's Narrative: On 1/21/2023 at approximately 2115 hours, Hot Spring County Sheriff’s Office requested our assistance with a pursuit of a
black Audi A4 passenger car on US Highway 67 approaching Interstate 30. Cpl. Quinn Best took primary of the pursuit as it
began to travel eastbound on Interstate 30 from mile marker 114. I became involved as the secondary unit on Interstate 30
near mile marker 116.
The vehicle already had two front tires deflated by Saline County Sheriff’s Office on US Highway 67 but continued to travel
recklessly along Interstate 30 at speeds of over 100 mph and weaving through traffic. As the pursuit reached mile marker 121,
the vehicle slowed to under 50 mph for approximately 30 seconds before accelerating back to speeds over 100 mph. As we
reached mile marker 126 I took primary of the pursuit. The suspect vehicle got on Interstate 430 northbound and a PIT was
conducted on the vehicle near mile marker 1. A felony arrest was conducted on the suspect, Jordan Cotner. Cotner refused to
comply with commands to exit the vehicle and began stating that he had a bomb under his seat. Over the next three minutes,
Cotner refused commands to exit the vehicle and began to get more agitated as time went on. He then raised his foot and
kicked the steering wheel. At this time, I deployed my taser through the broken passenger window while other troopers
attempted to open the driver door. One probe struck Cotner in the upper right arm area and the other struck him along his right
leg. A second 5 second arc was deployed while troopers opened the door and gained access to Cotner. He was then removed
from the vehicle and taken to the ground where he was placed into custody.
Cotner was turned over to deputies with the Hot Spring County Sheriff’s Office and Asher Wrecker was called for the vehicle.
Once Cotner was transported to the Hot Spring County Detention Center, Deputy B. Hughes photographed the probe location.
Only one puncture spot was located on the right shoulder area. Report 202301303ASP was completed by Cpl. Best for the
portion of the pursuit. CEW Cartridge C6204NW04 was placed into evidence at Troop A Headquarters.
