STORYLINE:
NATO leaders have started gathering in Istanbul for the summit of the 26-member alliance.
As the leaders arrived for Monday's session, Iraq's foreign minister suggested that the transfer of sovereignty could be speeded up before the Wednesday deadline, according to media reports.
Hoshyar Zebari spoke on the sidelines of a NATO summit after meeting British Prime Minister Tony Blair.
Blair didn't confirm that the transfer would be moved forward, but said that an announcement would be made later.
The summit is expected to focus on Iraq and Afghanistan.
