The war in Ukraine has unleashed a tidal wave of refugees escaping the devastation. A significant share of refugees, estimated at 200,000, have fled to Moldova, Ukraine’s neighbour to the south. Faced with this emergency, the Moldovan government is providing food, shelter, logistical help to refugees wishing to travel further, as well as medical assistance and documents for refugees. Dr Eugeniu Cozonac described this enormous undertaking, as well as the financial and logistical challenges that arise from this humanitarian crisis. His staff at the Public Property Agency have become first-responders in an all-out effort. The crisis has also redefined the usage of state assets, in ways that demonstrate the increasing role of the state in humanitarian disasters.
