The move aims to address traffic congestion and environmental concerns. Chengdu, Beijing, and Chongqing each have over 6 million vehicles. Some plug-in hybrids have a battery range of just 18-25 miles, relying mostly on fuel. This counters their eco-friendly intent. Beijing already includes hybrids in traffic restrictions. Shanghai stopped offering free green plates for plug-in hybrids in 2023. In the first half of the year, China sold 4.1 million new energy vehicles, a 33% increase. Battery electric vehicles accounted for 2.42 million units, while plug-in hybrids sold 1.68 million units.
