Net café refugees (also known as 'cyber-homeless') are the people in Japan who don't own or rent residence and stay in internet cafés or manga cafés.
Those cafés originally provided only Internet services, they now have expanded their services to include food, drink, showers, and so on.
In Japan, it's closely related to the youth poverty.
