What is the Green Climate Fund? Can it help fight climate change and meet the targets of the Paris Climate Agreement? Is public financing enough, or are additional forms of investment needed?

Dr. Joanna Lewis, Provost's Distinguished Associate Professor of Energy and Environment and Director of the Science, Technology and International Affairs Program at Georgetown University, says, "For many years, there's been discussion about how you set up some kind of Global Fund to help, particularly poor countries finance the low carbon transition, as well as help pay for some of the the pain that they're feeling from the impacts" of climate change.
