Today we learn why culverts keep bending up out of the water during the flooding in Manitoba. They float! Don't believe us... we've got proof. We'll show you why culverts float and also see some roads collapse, a fuel tank floating up out of hte ground and some footage from the Winkler flood that almost soaked the city. And then... you'll know why culverts tip up out of the water.
