The challenge of contemporary policies consists in combining the ongoing globalization processes with local and territorial instances. This synthesis between local and global necessarily passes through a cosmopolitan culture, well expressed by Morin's idea of "homeland" as a common good. There are two possible guiding ideas to guide us: the United States of the world on the one side and direct and digital democracy on the other. These are now unattainable prospects, but which can and must perform a regulatory function: if we do not establish where we want to go, the goals to be achieved even in the long term, how can we think of finding the criteria to decide what to do today?
