Dragon Communion Incantations can be found at either the Church of Dragon Communion in Limgrave or at the Cathedral of Dragon Communion in Caelid. You use Dragon Hearts to purchase and some also require that you defeat a certain dragon before it becomes available.

Using the Dragon Communion Seal can help increase their effectiveness. I cover where this is located in the last section of the video.
