After completing the Dream of Hircine, Hircine asks you to disrupt the Skaal Ristaag where they hunt the Spirit Bear. The hunt will take place west of Lake Fjalding.

Kill the Skaal until you receive the quest update. Then kill the Spirit Bear and rest so you receive quest confirmation.
