Any and all procedures performed in the hospital are only done after informed consent. That means that someone has talked to you about the procedure, and then you're signing a form saying that you've had all your questions answered and that you would like the procedure to be done. So this is the case for babies all the way up to adults. In the case of a child, especially a baby who is not able to give informed consent, a parent would give informed consent. You had a question specifically about circumcision. If you're having a baby boy the hospital staff will most likely ask you if you would like your son circumcised, but it will not be done routinely. If your choice is to have your son circumcised, then they would give you a run-down of what to expect, have the pediatrician talk to you about it, and then have you sign a form that you would like the procedure done. If your wishes are to not circumcise your son you don't have to worry about it being done routinely.
