The Democratic People's Republic of Korea's state news agency KCNA said Pyongyang sent a notice to South Korea suggesting talks between military authorities of the two countries. The message from the DPRK's National Defense Commission is said to have offered talks at a location that both sides deem convenient in late May or early June. KCNA noted that the move is aimed to defuse military tension, create a confidence-building atmosphere and prevent war.
