The board was told that unresolved partnership issues between the two main players — Melnyk, the owner of the Ottawa Senators and John Ruddy, the executive chairman of Trinity Development Group Inc. — has stopped the approval process at the 11th hour, only months before shovels were to hit the ground on the city’s downtown wasteland.
