The fall of the West Roman Empire had been a devastating blow to Roman Civilization, leaving only the Eastern Byzantines to carry the torch of Rome's culture, but the collapse of the West didn't stop the East Roman Empire from attempting a restoration its Western half under the reign of Emperor Justinian the Great.
In our timeline, Justinian came very close to achieving this goal, having recovered the former Roman provinces of Africa, Italia, Illyria, and a portion of Hispania, but the reemergence of war with Persia, and the terrible ravages of the Justinian Plague ultimately crippled these efforts, and in time these gains were lost. But could Rome have been successfully reunited under Justinian? And what if Rome reunited?
