This video goes into detail about the Gazing Eye seen in every single Kingdom Hearts game! What is the Master of Masters trying to accomplish by watching over these events? He hasn't done anything to change these events, but it could be possible that he made sure all of these events happen. We won't really know for sure until Kingdom Hearts 3 I guess!
