Many people live in apartments where it is not allowed to attach permanent mounts for flags to fly on holidays like Fourth of July or veterans or Memorial Day. Here is how to make a simple PVC mount for a flag that you can attach to the railing of a balcony with stainless zip ties.
After the holiday is over it is simple to remove the mount and store it away. I think I paid $5 for all of my raw material and it was finished in about 20 minutes.
I used 3/4 inch PVC, one tee, one 45 degrees angle and two 90 degree angles.
If you can't find stainless zip ties you can use plastic or buy them at the link below on Amazon.

If you wanted this to be permanent you should secure the flag in the PVC to keep it from sliding out in a windstorm. I would also secure the PVC pieces with PVC glue and stainless screws.
