You are looking at a Xeryon ultrasonic piezo actuator that has been mounted on a camera shutter. The small wires are used to connect to two additional limit switches (optional).
In this open loop case no encoder was mounted, but an additional encoder can be mounted on the actuator to create a full control closed loop actuator with permanent position feedback.
