At COP15 in Copenhagen, rich countries promised to mobilize $100 billion a year by 2020 for climate action in the developing world. To date, they’ve never met the target. Africa, arguably the continent most at risk because of climate change, can’t afford to wait. Are there ways to hold advanced economies more accountable?
