Tineke Strik, rapporteur for opinion from the Migration Committee on the report on the situation in Libya, called on member States to devise a new framework to offer migrants protection and to have asylum applications examined in safer neighbouring countries. The Parliamentary Assembly of the Council of Europe advocated an alternative solution to the detention centres for migrants and the creation of transit facilities allowing the transfer of refugees, on a voluntary basis, to third countries.
