Here's what I think is by far the strongest dexterity build in Elden Ring.
I included the location of every main item used, check timestamps. (Full Build : 4:52)
Every boss fight was done in NG+ and hitless (all first try, it's that strong).
Buff routine at the start of the Radagon fight.

Weapons :
2x Scavenger's Curved Sword (+25)
-Pair it with a "Bandit's Curved Sword" on a first playthrough.
-Seppuku ash of war on both.

Armor :
White Mask
Raptor's Black Feathers

Talismans:
Ritual Sword Talisman
Rotten Winged Insignia
Lord of Blood's Exultation - (Milicent's Prosthesis)
Claw Talisman
