1. During the Forecast - follow Agency Opportunities: Aquisition.gov
2. During the Sources Sought: Respond to Sources Soughts when you see them; even better use your codes to find Sources Soughts

ANSWER:
What is a Pre-solicitation?
A Pre-solicitation is exactly what it says, it is ONLY a notice forewarning you that a Solicitation is coming.

What to do with a Pre-solicitation.
Your only response to a Pre-solicitation is to prepare and be ready to respond to the solicitation once it’s posted.

First thing you need to do is, follow the Pre-Solicitation immediately – see my video on how to follow an opportunity.

Read the Pre-solicitation to determine the exact date the actual Solicitation will be posted; usually within 2-4 weeks.

If there is a Sources Sought attached to the same Pre-solicitation read it to see if you can learn more.

Be ready to submit a bid. Get your suppliers, subcontractors, pricing (research similar past awards), and your business strategy together.

If you have questions for the Contracting Officer before they post the solicitation.
