The best water conditioner is the one you use.

Prime is best for aquariums 50-100 gallons in size or smaller. Safe is best for aquariums 100gallons in size or larger.

Both permanently and instantly remove chlorine and chloramine, and detoxify ammonia and nitrite for up to 48 hours into a non-toxic form that is still useable by bacteria (mention doesn’t stall a cycle, doesn’t starve bacteria etc). Neither of them ever expire.

Safe does not promote slime coat production, Prime does.
Safe does not detoxify heavy metals, Prime does.

Safe is not ‘Prime but in powered form’ (i.e. Safe can not be used to make Prime). Formulation of Prime and Safe is slightly different which is why Prime can be stored in liquid form, Safe can not.

The standard dose of Prime detoxifies up to the federal maximum of chlorine (5 mg/L) and chloramine (4 mg/L) found in tap water in the U.S.

With Safe you have a chlorine and chloramine dose and an ammonia dose. The Safe chlorine dose does NOT remove up to the federal maximum so I always recommend dosing the ammonia dose for Safe because it is the equivalent of Prime’s standard dose because unless you know exactly how much chlorine and chloramine you have, you may as well do the ammonia dose.
You can safely dose up to 4x the ammonia dose of Safe. And Prime can be dosed up to 5x the standard dose.
