Typically changes IT organizations are either driven by infrastructure operations teams or security teams if it's a highly regulated industry. If the organization is ops-driven, then automating and creating template-based governance for infrastructure provisioning is the first step. An infrastructure-as-code tool such as HashiCorp Terraform can provide that.
If the organization is security-driven, an identity broker for multiple cloud vendors' identity systems is the first tooling needed. This should be a centralized secrets management with encryption-as-a-service. A good example solution is HashiCorp Vault. -
