This can be the first thing you do in Chapter 2. Sometimes the event won't trigger because Thomas Downes is set up with his Charity Handbills. When this happens, I speak to Downes, head just outside of town to camp, sleep till morning, then circle back. I've only gotten this public hanging event to trigger coming from this direction, off of the main street.
