As China continues to expand its global reach, the Washington-Beijing relationship has become increasingly tense. Speaking at our headquarters on September 23, 2019, Senator Mark R. Warner (D-VA) made the case for a new U.S. defense investment strategy to counter China in the 21st Century. He also emphasized the importance of mobilizing outside of the defense industry, by, for example, investing in education and modernizing infrastructure.
