In previous years, Halloween gatherings at Shibuya's scramble crossing have led to incidents like vandalism and theft. This year is, however, the first one in which the local government has positioned itself fully against this unofficial event. 🙅♂️
There are fears of crowd-related safety issues, similar to the tragic incident in Seoul in 2022. To curb problems related to intoxicated individuals, the ward will ban outdoor alcohol consumption from

This stance is also clearly aimed at foreigners since they typically make more than half the total number of attendees to this unorganized event. ✈️
