Boris Johnson will offer a "full-throated apology" to MPs on Tuesday after being fined for breaking Covid laws as he tries to head off a potential Commons rebellion.
The Prime Minister will assure MPs returning from the Easter recess that he recognises the strength of feeling over his fine, with many Tory backbenchers understood to be waiting until after his statement to decide whether he retains their support.
However, he is expected to stop short of directly addressing a leaving party for Lee Cain, his former head of communications, on Nov 13 2020 which he has been accused of "instigating" by pouring drinks for himself and Downing Street staff.
Mr Johnson will instead use his statement to talk about the Ukraine crisis and the Rwanda deal on Channel migrants.
A Downing Street source said Mr Johnson would "offer a full-throated apology and recognise the strength of feeling" among MPs about rule-breaking at Number 10 during the pandemic but was unlikely to go into detail about the specifics of his involvement in any other parties.
