The Drug Free Schools and Communities Act (DFSCA) requires institutions of higher education that receive federal funding to implement a drug and alcohol abuse prevention program (DAAPP) for its campus community. The Department of Education’s Office of Federal Student Aid (the same office that oversees Clery) has found via Clery program reviews that the DFSCA requirement of conducting and documenting a biennial review of an institution’s DAAPP is one that is often a challenge.
