South Korea on Monday announced a contentious plan to raise local civilian funds to compensate Koreans who were enslaved during World War II.
The foundation will be funded by S. Korean companies, which benefited from a 1965 Seoul-Tokyo treaty that normalized their relations.
The plan drew an immediate backlash from former forced laborer and their supporters. Civic groups gathered outside the S. Korean foreign ministry building to protest against the plan, demanding direct compensation from Japanese companies.
