Behind every blazing fast leaderboard time is a three hour hotlap session that has more in common with Guitar Hero than it does driving a race car. The extra tenths you're looking for lie in exploits, and unless you find the right leagues or competitions run by the right individuals, most simulation elements - the selling point of these games in the first place - are ironically disabled. The reality of competitive sim racing, is that bares no semblance to reality at all.
