This phrase uses the Super Locrian scale (also called altered dominant) to play over the V7 chord. Using these type of substitutions is called "playing outside" because they use alterations that are not in the diatonic scale. Transpose it to all 12 keys, practice it at various tempos, change the articulation and accents. The more jazz vocabulary at your disposal, the better your improvisations.
