I talked about doing this in a video a year ago (or so), but thought it would be easier to find if it was a video on it's own, for the other people that own this sander. Also, this fix has stood the test of time and is the easiest and most effective way to deal with the shrinking drums.
I tried expanding them with solvent, but that only lasted a while.
I tried adding a bike inner tube down over to build it out, but that made it too big.
The plywood disks are glued on with polyurethane construction adhesive or epoxy. Rubber cement may also work.
