The city of El Paso, Texas, declared a state of emergency starting Monday in anticipation of the expiration of Title 42 next week. Rodney Scott, a former U.S. Border Patrol chief and distinguished senior fellow for border security at the Texas Policy Foundation, says concerns about a surge in migrants crossing the border should be taken seriously. "When Title 42 goes away, it'll just get worse," Scott said.
