Cloud of Darkness cries in lipsync ( *´艸｀). Onion Knight is the strongest until it hits level 99.
In the NES version, dragons appear four times every 256 battles. However, in this pixel game, it is much easier to encounter these dragons but the chance of getting an Onion part is still low.
