National implementation is crucial to the effective operation of the Chemical Weapons Convention. Under Article VII of the Convention, all States Parties must adopt the necessary measures to fulfil their obligations under the CWC, especially appropriate penal legislation. In this NGO joint statement, the authors note that, as we approach the Fifth Review Conference, it is timely to take stock of the progress made by States Parties towards full national implementation and to address gaps in implementation.
