Earth-3
Black Siren makes an appearance in Crime Syndicate #2 (2021), as an inhabitant of Earth-3. She was one of the many superbeings being outed to public knowledge because of the Starro Invasion.
She later appeared in Suicide Squad #5 - Earth-3 Part 1 during the Suicide Squad's trip to Earth-3, where they find Black Siren robbing a bank. They then recruited her for their ongoing missions. She formed a rivalry with Major Force and revealed to not be as much of a villain as most of the villains from Earth-3, having genuine humanity to her. Black Siren and Major Force would end up in a huge battle, where Black Siren would kill him in self defense, something she took no pleasure in. She was last seen going back to Earth-3, still under the control of Amanda Waller.
Character Evolution
She isn't the first Black Canary of Earth-3, that would be White Cat, who seems to have been dropped due to Black Siren's popularity from the Arrowverse. White Cat was a brief character before Flashpoint being the Pre-New 52 version of Earth-3's Black Canary.
In the animated Justice League series, Black Siren was created to take the place of the original Black Canary in a world essentially an off branch of Earth-2, the name would later be used for the Arrowverse as being an evil (later reformed) version of Black Canary from Earth-2. Despite the changes to secret identities, powers, appearance and alignment, show writers of the original Justice League cartoon said in an interview that the character was still considered a version of the original Black Siren from the DCAU, and were given credit for her creation.
By the time she made it into the comics, she was turned into Earth-3's version of Black Canary, who like the Arrowverse version would be reformed.

Black Siren's first appearance was in the two-part Justice League episode "Legends." She was an analogue of the Golden Age Black Canary who was a member of the Justice Guild, a team of heroes based on the Justice Society of America. Like the rest of her teammates, she was eventually revealed to be an elaborate mental illusion created by Ray, the Justice Guild's former child sidekick. In reality, Black Siren and the rest of the Justice Guild members perished years earlier during an apocalyptic event caused by a nuclear war between the United States and an unidentified foreign nation. She was voiced by Jennifer Hale.
A similar character called Scream Queen appeared as in Justice League: Crisis on Two Earths as part of the Crime Syndicate.

The best known iteration of Black Siren first appeared in The Flash, part of the wider Arrowverse franchise on the CW. She is the evil alternate universe counterpart of the deceased Laurel Lance, and originates from Earth-2. She first show up in Flash's second season, where she is one of the Earth-2 villains working for Zoom. She is defeated, but is later freed and continues her crimes on Earth-1 as part of the Arrow TV series, eventually being forced to pose as Earth-1's Laurel at the behest of Prometheus. After encountering Quentin Lance, Laurel's father, she gradually grows as a person and changes for the better, eventually becoming an anti-hero rather than an outright villain. Before becoming a full on hero in the final season of Arrow, now becoming the Black Canary of Earth-2 where she works with Adrian Chase (Earth-2's Green Arrow) to protect Starling city. She would eventual become the Black Canary of Earth-Prime.
