After you've learned the New Wave Bossa Nova from the baby Zora, you need to play it for their mother, Lulu. Lulu can be found in Zora Cape which is at the back of Zora Hall. You can get there either by going through Zora Hall itself or by swimming around the outside of Zora Hall.

When you play the song in front of Lulu, she'll get her voice back and begin singing along with you. This wakes up the Giant Turtle who, until now, seemed like nothing but an island. When the turtle is done talking, use the Hookshot on one of the trees on the turtle's back and he'll take you to the Great Bay Temple.

After getting onto the Giant Turtle there's a cutscene that shows the Gerudo Pirates attempting to get into the Great Bay Temple, but instead getting blown away by the storm surrounding it.
