Answering the question:

You just need to catch that single roadblock of a Slowpoke that appears in Wedgehurst station in order to access the DLC content. But be careful. This area is HEAVILY intended to be Late/Postgame content. Everything is highly levelled in the 60's.

You CAN lose the Peony battle and still explore the Crown Tundra.
