Pat Roberts of Kansas, the Koch Brothers' home state, is proposing adding a new provision to the tax bill that is being negotiated into its final form via committee after passing the House and the Senate. Sen. Roberts is proposing a tax deduction that would allow an exemption from the estate tax that would incentivize donations to charities to avoid taxes—some of which are political dark money groups that the wealthiest Americans fund.
