Yo dudes here is a way on how to get the armour u dont have to kill them but i did. The only way i know on how to get it is when you prevent the assasination of the NCR president at hoover dam. It is a main quest so you wont miss it. And then they start showing up also when you kill one of them they will start to kill you every time they see you I have a mod now were it has a built in stealth boy when you crouch and i dont need to kill any one but this is how to get it for xbox and ps3 Enjoy
