Similar to Blackwall, Iron Bull become available for recruitment after your return to Haven speak with your advisers following your confrontations in Val Royeaux. Iron Bull's lieutenant, Krem, will be waiting outside the Chantry after you're done speaking with the advisers:

After meeting Krem, you'll be able to find the Iron Bull at the Stormcoast. You'll need to unlock the area by spending some Power points at the War Table.

Iron Bull will be at the beach west of the Inquisition camp. He will be battling some Tevinter agents. Help him out, and decide whether or not to recruit him afterwards.
