STORYLINE:
Residents in the city of Kherson continued to struggle on with little power, heat or water.
The Ukrainian head of the regional military administration, Yaroslav Yanushevych, said Russian forces had "mined all the electricity infrastructure" in the city including destroying transformer units.
Ukrainian authorities began evacuating civilians from recently liberated sections of the Kherson and Mykolaiv regions on Monday, fearing that a lack of heat, power and water due to Russian shelling will make conditions unlivable this winter.
Yanushevych had said the previous day a "total evacuation" was not planned but stressed if the situation deteriorated or they failed to resolve utility problems they may be forced to take a stronger decision.
"But for now we will do everything to get the city back to life," he said.
The World Health Organization warned that millions face a "life-threatening" winter in Ukraine.
Ukrainian Deputy Prime Minister Iryna Vereshchuk said Monday that the government would provide transportation, accommodation and medical care for those evacuated, with priority for women with children and the elderly.
