Edit: The graph has a mistake. The measurements at 540 HU are meant to be at 640 HU. This doesn't change much, but it needs to be pointed out anyway.
I'm back, and with better software.
My original goal was to find a specific point where the Shotgun overtakes the Panic Attack. I didn't do that, but I later realised that this point varies depending on how many pellets you land, which may be due to factors beyond your control (and I don't just mean random spread), so that number would have been unhelpful anyway.
The best I could do was find the approximate range where both weapons start unavoidably missing pellets (where the large drop on the graph is) and compare them.
While both weapons aren't that far off from each other, the Panic Attack is the weaker of the two at most distances. Unless you only ever get into close-range fights (which isn't feasible even on Pyro), you will end up in situations where the stock Shotgun would have been clearly better.

A list of all the console commands I used:
bot -targetdummy: Creates an invulnerable puppet bot
bot_teleport [botname] [x] [y] [z] [pitch] [yaw] [roll]: Teleports the puppet bot named "botname" to the specified coordinates; this was how I got the bot out of spawn
getpos: prints current position and facing in the console
setpos: teleports you to the specified x,y and z coordinates
