It's helping to drive out coal from Europe's power sector, but pollution from industries such as steel, cement and chemicals is not going down.
As part of the EU Green Deal implementation, the scheme will need to be improved. Free pollution permits must be phased out, the pace at which emissions go down annually must be increased and auctioning revenues must be earmarked for climate action and just transition.
